Description | No one had any interest in the iltizam of the livestock sale tax commonly pertaining to the state treasury and the municipal fund. Therefore, on 11 May 1901, the Sanjak Administrative Council took a decision regarding the public service of Ahmed Karaculu Effendi at a salary of 250 piasters for the collection of taxes until they are given for iltizam. Upon this decision, Ahmed Karaculu Effendi was appointed as an official, and collection of the said taxes started. However, from the beginning of March of this year until the end of July, they added up to 1,636 piasters as the share of two funds apart from the salary; and now, Al Sheikh Abdurrezzak Al Asali requested to undertake the iltizam of the said taxes at a rate of 3,500 piasters as of the beginning of the previous month until the end of February. Not a bill of guarantee, but an earnest money of 13 French liras was taken from him. Even though it was understood as a result of negotiations that it would be more favorable to open a bidding for these taxes at the said amount than administering them on government account, it is appropriate to relegate the matter to the Sanjak Administrative Council for negotiation and taking necessary action, should the need arise, in respect thereof.
