Description | It has been considered extremely necessary that decorations be made outside the city by hanging bell jars, cleaning be done and watchmen be appointed. Since the majority of those residing outside the city are foreigners, the consulate translators have been summoned for negotiating the method of payment of the expenditures necessary for these works. As written above, it has been understood that there is thus a need for two thousand piasters as respected current akçe. For the purpose of gradually implementing the said works, it has been declared by the said translators that watchmen be appointed in another year and only decoration and lighting be set up from the beginning of 1315 (13 March 1899); and that the approximate amount of ten thousand piasters necessary for decoration and lighting be apportioned among the owners of the lands outside the city. Since these practices have been apportioned for their interests among those residing within the city and in other lands, our council has also examined the matter of allocating this on residents. However, as regards negotiating the matter of waiving the appointment of the said watchmen and the method of payment of the said expenditures and making an explanation in respect thereof, it is appropriate to relegate the matter to the Sanjak Administrative Council.
