Description All the conditions included in the contract?? (al-shurtmânah) have been accomplished and the guardians have been deployed on Tal-Arrîsh for the purpose of safeguarding the passengers on the carriage road and then to prevent whoever intends to escape from the mentioned place [on the road] to do so, and no objection has been raised in this regard. However, [it was] the government of Jaffa which has objected to the misbehaviour of the tax farmer, his agents and the guards when asking for extra fees from people [on the road]. [This objection was recorded in] the above-mentioned statement by Jaffa government. Accordingly, your request to nullify [the contract] and the postponement of paying the fees are to be considered unjustified and unacceptable. [written] on the 17th of Mâyis (1)315 (28th of May 1899).
