Description | According to the previous inspection, it was understood that 2 cisterns and 20 shops can be constructed on the moat inside the Hebron gate; 4 cisterns and 18 shops can be constructed on the other moat outside the gate, which makes in total 6 cisterns and 38 shops. Its map was duly drawn out and sent to the Ministry of Internal Affairs via a mandate by the Sanjak Administrative Council. The width of both the said moats and the cisterns and shops to reach the end of the moat opposite the bridge adjacent to the artillery castle is shown in the enclosed map; and the type and measurements of the stones, timber, wood and all equipments to be used for this construction is shown in the specifications bill previously arranged by the municipality. As also stated in the decision by the Sanjak Administrative Council, since it was necessary to arrange the roads before Sultan’s trip, not only there has been a 420 lira decrease in the municipal incomes due to the fact that 29 shops, real assets belonging to the municipality, were demolished, but also a debt was contracted and 35,000 piasters were spent for the urgent arrangements due to the said trip. There is a need for at least 70,000-80,000 piasters for the salt silo, belonging to the Public Debts Administration, demolished on account of arranging the road in front of the said moat, and also for the cost of the land, belonging to heirs and wife of Huseynizade Omar Effendi, confiscated and included into the said road. And the said sum has to be duly paid to the beneficiaries. For the payment of the said sum and, as stated, making up the deficiency in the sum annually submitted to municipal incomes, the content of the specifications bill containing the obligations that shall have to be met by the multazim has been limited to indicating the types of timber and wood in order to add necessary records, and it is stipulated there that only the water to be gathered in the cisterns to be constructed shall belong to the municipality. However, if it were made possible to annually pay the said the income deficiency, whose income shall fall to the municipality, until the end of the specified obligation, it is evident that incomes would be insufficient in the face of the tight budget and prospective services and the municipal fund would also incur a colossal damage; thus, in case of the realization of the said construction by a contractor, it has been deemed necessary that the 35,000 piasters spent for the filling of the moat and the 80,000 piasters, the cost of the salt silo and the land to be confiscated and included into the road, i.e., 115,000 piasters in total be paid in cash; and that, even though the water to be gathered in the cisterns do wholly and only belong to the municipality, 300 lira must be paid to the municipal fund until the shops shall be opened to use. In the official letter previously sent by the commandership, it was stated that Jerusalem Reserve Army Colonel Faik Bey, Major Ahmed Effendi and Senior Captain Salih Ef have been appointed to the commission to be formed for this work. The problems as regards this matter shall be adjudicated by the Sanjak Administrative Council and also by the commission. Subsequently, the specifications and Dutch auction bill shall be accordingly re-arranged and put to Dutch auction. The cost of the said construction shall be put to Dutch auction and after the completion of bidding, this construction shall fully belong to the municipality during the specified time. If it is deemed suitable to borrow this sum and to carry out the construction on consignment to the account of the municipality, then it would be necessary to elect officials from civil administration and appoint them to the said commission.
