Description | The regulation in effect as regards the matter and the letter sent by the said ministry regarding the same matter stipulate that those who do not graduate from the Imperial School of Medicine not practice the profession of a doctor and any craft in other medicine branches. Therefore, it has been repeatedly notified by our council that such foreign state subjects be banned from the profession, with the relevant rule also to be enforced for Ottoman subjects under this condition. Even though the office of mutasarrifate has repeatedly sent notifications to the consulates of the states to which they are subject, no due action has been taken thus far in respect thereof. Hence, as is stated in this letter, it is necessary that due actions be taken regarding the Ottoman subjects whose names are written in the attached register; and, as is ordered, a fine of three Ottoman liras be collected from foreign state subjects whose names are written in the attached bill, and these fines be delivered. Nevertheless, it is the task of the mutasarrifate to report to their consulates that they must be sent to the municipality to ensure that they would not practice any profession in this field.
