Upon the letter given on 20 April 1898 by the Doctor Foti (?) Effendi
It is appropriate to declare by way of the Jerusalem Population Ministry the amount of births and deaths that occurred last year in the sanjak and to draw up a register if possible; otherwise, to relegate the matter to the Population Ministry for drawing up the necessary register only for the kaza of Jerusalem, and to notify the kaymakamlıks of the subordinate kazas via decrees about the matter at hand, following the presentation of the said register. The 11th of Nîsân (1)314 (23rd of April 1898).
