Description | An inspection has been made about the place where the said land is located and it has been understood that it is located in the location of Şeyh Bedir, in the village of Ayn Karim, between three old and new roads going to Jaffa, and that no one resides in the neighboring places. It has been stated by the petitioner that in the prospective hospital, there would be 60 beds and a doctor with a certified diploma from the School of Medicine, proficient at eye treatment, and that patients would be admitted and treated free of charge. The provisions of the first and third articles of the regulation, which is written particularly for special hospitals to be opened by expert doctors and for which a request was made for the validity of its provisions and an imperial decree was thus issued, state the following: “The doctor who shall establish and open a special hospital must be a subject of the Ottoman State; and a license shall be given for its opening by the Health Ministry on the condition that the location, environment, cleaning, etc. are found by the Health Ministry in compliance with customs and health rules of the city in question and that it is ratified by the committee to be sent by the Mayorship.” As the petitioner is a foreign subject and it has not been possible to figure out whether a license would be given or not for the opening of the said hospital before ratified by the said committee, it is appropriate to relegate the matter to the Sanjak Administrative Council for negotiation.
