Description | Upon the petition given on 22 June 1320 by Yaşua Birmn (?) and Harun Hayyun (?) regarding the collection of an annual lump sum of 2.5 piasters for each of the 4,000 gas boxes that shall be brought by them and accumulated in here’s gas administration This petition has been examined by our council. In the 3. article of the directive in effect as regards this matter, it is obvious that, by way of looking at necessary expenses like the amount of the fee to be taken from gas and spirits put in storehouses, storehouse cost, officials’ salary and insurance cost, local municipal councils shall determine a price that shall not exceed at most 0.4 piasters for each gas box and 2 piasters for atik (old) kantar of spirit for a period of one day to a month in accordance with the needs of each location; that again a same amount of tax shall also be taken every month for the gases and spirits, which will be taken after ratified by administrative councils and will stay in storehouses for more than one month. Hence, a fee of 0.4 piasters for a gas box for a period of one day to one month; 0.2 piasters for others staying in storehouses for more than a month; i.e., 6.5 piasters for a gas box staying in a storehouse for a year is being taken here. In their petitions, Yaşua Birmin (?) and Harun Hayyun (?) state that they intend to bring 4,000 gas boxes for accumulation, but that they would make a loss if the same amount of fee were taken for the boxes staying in the gashouse for a year. They noted that they could do this if it is accepted that each box stay in the gashouse for an annual lump sum of 2.5 piasters, and that they were already ready to pay their taxes adding up to 11 piasters, so they demanded actions thus to be taken. This matter was negotiated; for the gasboxes brought by other merchants, the specified amount of fee is taken; however, it has been understood from relevant records that the said annual fee does not exceed 2 piasters as gas boxes have been recently accumulated in the storehouse for a period of one month to three months. By this estimate, no damage shall be sustained by the municipal fund if 2.5 piasters is taken from the petitioners for each box annually, and the current gashouse has a capacity of 4,000 boxes at the most; so, in addition to current buildings, it is necessary to construct another storehouse. Since the construction of the said storehouse can already be started with the 10,000 piasters to be taken from the petitioners and financing some of the necessary expenses, our council has considered appropriate to support this demand. It is still appropriate to relegate the matter to the Sanjak Administrative Council for negotiation and due actions to be taken if it is decided to be suitable.
