Description | When the municipal association met recently in order to examine and approve the budget for (1)321, a deliberation was made for cleaning inside the Old City. As always, it was found that it is not sufficient and does not meet the needed standards. In order to achieve the needed level, it is urgent to increase the expenses for cleaning appropriately. Thus it has been decided to increase them to 75 000 piasters, which means an increase of 30 000 piasters compared to what was spent before. In exchange for the proposed amount just mentioned, the expenses of this period (????) will be at the level of 30 000 piasters yearly. Accordingly, and in order to submit what was said and decide on its approval in the mentioned association, there was a deliberation in our elders’ council on this issue and it was found that in order to implement the mentioned cleaning service in an appropriate way and in order to achieve its objective, it is necessary to use 20 mules, 11 brooms, 10 containers and 10 workers daily. So 66 brooms and 22 buckets have to be purchased monthly for all the quarters of the old City, as they appear in the cleaning schedule used previously. The expenses needed for this reach 85 848 qirsh yearly dârîj al band. In order to deploy the mentioned mules and workers it is important that the cleaning in question be done as a direct service (bi wudj al amâna), because if it was outsourced (iltizâm), the contractor would surely consider the expenses from the point of view of his own benefit. In that way we would not see the intended positive outcome. Therefore, and since the mentioned amount falls within the range defined for this purpose in the budget, it has been decided to do the mentioned cleaning in the way described as a direct service. An agreement has been found with Hâj Muhammad Khalaf from ‘Ayn Karim to provide 20 mules with each one costing 3 piasters daily dârîj al band and for him to also provide the necessary (illegible). So the mules and workings will be deployed in each quarter as distributed in the specific schedule from the beginning of Mârt (1)321 under the supervision of each one of us as described below: The Jewish Quarter (mahallat al mûsawiyya) under the supervision of the honorable Muhammad Sâlih Effendi and the honorable ‘Arif Effendi ‘Awîda and accompanied by the guard Yûsuf Al Qal‘î and Nimr Rashîd Agha. The Al Wâd Quarter under the supervision of the honorable ‘Abd al Rahmân Al Budîri and ‘Uthmân Zaki Effendi Al Khâlidî and accompanied by Khûrshîd Al Jarkasi. The Christian Quarter (al Nasâra) under the supervision of the honorable Muhammad Yûsuf Effendi Al ‘Alami and Andûni Effendi, accompanied by Ibrâhîm Effendi the guard. The Bab Hitta Quarter under the supervision of the honorable Yas Effendi Qatnia and Munba Effnedi Murqus, accompanied by Mûsâ Agha Shihâda. They should provide a log at the end of each month in order to pay the expenses of each neighborhood. In order for this to be approved and to give the needed contract to the registered contractor Muhammad Khalaf, this decision was taken on the 26th of Shubât (1)320 (11th of March 1905).
