Description | As clearly stated in the second paragraph of the 39. article of Municipal Council Regulations, road surpluses belong to municipal offices. Not only the said shops were constructed on the road surplus across the covers of the ditch, but also no trust is placed on constructing buildings upon covers. Approximately fifteen years have passed thus far without any dispute. These shops are currently used by the municipality; and it goes without saying that it would be difficult to obtain the expected public benefit without having the whole income of the Municipal Council. Nevertheless, the municipal office has not abstained from providing convenience with regard to the expenses of the hospital being constructed by the military for the last couple of years and the office of commandership. In addition, the price of the harmonica previously dispatched has been covered from the municipal fund. It is thus appropriate to notify in reply that, in return for all these services, it would bring a public liability to submit without any trial these shops, whose benefits are harvested for the public, with no damage to the ditch.
