Description | After reviewing the tax collections’ accounts of the officers outside the city - Kâmil Effendi al- Dajânî, Ibrâm Effendi Sabort, Haj Ibrâhîm Effendi and ‘Alî Effendi al-Qutub - by the council’s scribes, who were appointed to audit the mentioned accounts, it has become evident that no embesselment existed, but the accounts were mixed up during the year. [Therefore,] the council has decided to acquit the mentioned collectors with the presence of our council and amend the accounts to fill the mentioned gap. Then it was decided to give them their payments for the years (1)324 and (1)325; in return they should present registers of the remaining values of the mentioned years to be collected, within three months starting from the date mentioned below. The council stated that it is necessary to appoint a supervising collector for all collectors outside the city, and decided to appoint ‘Abdul-Majîd Effendi al- Qâq to the mentioned post. Collectors outside the city should be given 15 piasters of which 12 to be given to the collectors and 3 piasters to the supervisor, if the collections this year exceeded two thirds of the returns. If the collections do not exceed the two thirds, they will be given 10 percent of which eight piasters will go to the collectos and two piasters to the supervisors. As for past years’ collections, they remain as defined with 15 piasters, 10 of which will go to the collectors and 5 piasters to the supervisors. If collections exceed the two thirds at the end of the year and the salary of the colletors does not reach 300 piasters, they will be paid the remainder of their salaries from the mentioned collections, and if they exceed the 300 piasters the money will be paid to them and to the shops’ collectors inside the city. 15 piasters from current and previous collections will be allocated to meet any shortages, of which 12 piasters will be given to the collectors and three piasters to the supervisors. Collectors on homes inside the town will be given 25 piasters from current and previous collections, of which 22 piasters will be allocated to the collectors and three piasters to the supervisor. All collectors should carry different signs so that the inhabitants will know them (?). Accordingly, this decision was taken on the 14th of Kânûn Awwal (1)326 (27th of December 1910).
