Description | Upon the decision, dated 7 September 1908 and numbered 764, taken by the Sanjak Administrative Council upon the letter given on 3 September 1908 by the Police Department regarding the appointment of watchmen The Municipal Councils Regulation does not contain any provision about the obligation of municipal councils to cover the costs of the services of night watchmen in cities; the decree dated 16 March 1889 does not refer either to any provision for an allocation to be rewarded for cleaning services. In the Sanjak Administrative Council’s decision dated 27 March 1906 and numbered 82, it is stated that if the employment of the said watchmen is necessary, their salaries must be collected, as is done in other cities, by the Police Department by apportioning the money among relevant people. This is a matter about public security and one of the matters only concerning the police; hence, as stated in the above-written decision by the Sanjak Administrative Council, it has been considered necessary that no police officer lay hands on the matter and that a competent collector be appointed by the Police Department for the task of collecting the said allocation and distributing it to the watchmen. For taking due action in respect thereof, it is appropriate to relegate the matter to the Police Department. The 6th of Aylûl (1)324 (19th of September 1908). [5 signatures] |
