Description | Upon the decree sent from the office of mutasarrifate, dated 8 December 1910 and numbered 485, regarding the fact that a copy of the General Assembly’s note regarding the appointment of watchers has been hereby delivered This decree by the mutasarrifate and the notified copy of the General Assembly’s note have been examined by our council. A negotiation has been held about the form of apportionment and collection of the said watchmen salaries. The 40. article of the Municipal Councils Regulations regarding the collection of municipal incomes openly reads: “To those having a debt to municipal offices and causing difficulties in its payment, a warning is sent by the council of the municipality of which they are a member; if they do not pay their debt within eight days as of the date of warning or provide a guarantor to undertake the payment in a month, they shall be arrested by the local administration following the notes to be given by the municipal council, and their debt thus collected.” However, as the provisions of this article are not in effect in accordance with the new organization, it largely prevents the collection of municipal incomes at specific times and leads to outstanding taxes. If the provisions of the article in question remain void, it is obvious that it will not be possible to wholly collect the payments to be allotted by apportionment among the real estate owners in exchange for watchmen salaries as stated in the General Assembly’s note. And it is clear that this will lead watchmen, charged with the task of ensuring general security, to leave their job when their salaries are not paid. Hence, our council shall not take the responsibility of this issue; and the current circumstances and affairs necessitate that the provisions of the said article be in effect in order to set the things right. As regards negotiating the issue and explaining the necessary action to be taken in respect thereof, it is thus appropriate to relegate the matter to the Sanjak Administrative Council.
