Description | Upon the Ministry of Commerce and Public Works’ letter dated 19 December 1908 and numbered 789, regarding the fact that the petition sent by Kahay Bey, the General Director of Postal Administration and Ali Rıza Bey, the Chief Director of Postal and Telegraph Administration of Thessaloniki, which is related to a request for privilege for electrically lighting the cities of Jaffa and Jerusalem and establishing electrically-driven tramways, is hereby delivered This letter and the attached petition have been examined by our council. As explained upon the petition recently presented by Doctor Nikolaki Effendi and Tantif Al Halidî Effendi to the Ministry of Commerce and Public Works, sent here via an official letter and relegated to our council, the conditions set forth regarding the said privilege are not available here. In addition, since the municipality has not performed any transaction for giving such a privilege, no consideration shall be explained concerning the conditions in question. Nonetheless, the number of buildings and constructions increases day by day all across outside the city; these are expanding at the moment, with completed houses at an approximate 1 hour distance from the town wall; hence, transportation must be facilitated to the houses outside the wall, which are located in a space transformed into a fully-fledged town, and comfort must be provided for the people. It is thus obvious that it is necessary to expand a tramline outside the town and that this would bring benefits. If it is deemed suitable to assign the work of expanding the said tramline to a company on a concession, the confiscation of the lands necessary for roads to be re-opened for the tramline and for those roads and locations with an insufficient width, the establishment and reparation of roads, fixed reparation expenses of all the roads, in their current width, that would be damaged after clashing with the route of the tramline during the concession term, must be under the financial obligation of the company. Similarly, as the number of currently active carriages would decrease with the expansion of the said tramway, the amount of tax taken from these carriages to the municipal fund would also decrease. Therefore, this work and situation necessitate that the company be obliged to pay an annual sum of 50,000 piasters as respected current akçe to the municipal fund in exchange for the prospective damage. As for the lighting of the town, this is also suitable and necessary; however, it has been found that the cost to be given for the lighting of the military and state offices and institutions, and all roads to be equipped with wire, is half the amount of the sum taken from the people. It has been considered that, if there are more advantageous conditions implemented in other provinces with regard to tramways and lighting, it would be appropriate to implement the same method also in Jerusalem. Hence, as for whichever company is to be preferred for this work by the relevant authority, such conditions and specifications must be set forth for the Jerusalem municipality on the concessionaire; though, it is appropriate to take due action in respect thereof.
