Description | The tax farmer of Jaffa-Jerusalem carriage road Shukrî Effendi al-Nashâshîbî has not yet paid the fees of Nîsân and Mâyis of (1)315, and has fired the officers appointed by him. [Therefore,] the centers have been left without [guarding]. Although asking for permission has been accepted by the council, it proved to be useless in accordance with the conditions of tax farming as they stipulate if the tax farmer does not pay the fees on time, he has not only to pay an interest confirmed by the rules, but it also authorizes the council to nullify his tax farming contract. [Then,] the council can supervise the tax farming by proxy or propose it for public bid to whoever wants. Drawing on that, the amount decided for the tax farming is to be fully paid, and the tax farmer has no right to claim losses or whatever. Fearing the loss of taxes by the tax farmer, it has been decided by the council to appoint officers to collect the taxes by proxy and on the expense of the mentioned tax farmer until a final decision will be reached in regard of the authorization of this tax farming. === Therefore, it has been decided to appoint ‘Ali Effendi al-Nashâshîbî as an officer, al-Hâj Ahmad al-Mughrabî as an officer and guardian of Jerusalem center up to Bâb al-Wâd, Muhammad ‘Alî Nâsîf as an officer and guardian and Abdullah ===. As for the center of Jaffa, officers will be appointed by the government of Jaffa in accordance with the decided salaries. In order for this to be approved, this decision was taken on the 1st of Huzayrân (1)315 (13th of June 1899). [1 signature] |
