Description | Upon the petition given on 28 October 1903 by the company deputies named Elmecr (?), Yakop Roz Yaşua El Saati, Musa Mendel, David Yedrimin (?) and Yaşua El Sayiğ (?) regarding their demand for the construction of a sewer for their company The sewer requested in this petition to be constructed has been inspected and it has been understood from the hereby presented map and inspection register that, in order for it to begin from the Jewish company named Musa Tenbirin (?), located in Tülûl Al Musâbin outside the city walls, and to connect with the general sewer, it will have to end with the sewer in front of Dâr-ı Hicâzî located outside Bâb-al-amûd; that it would be 1,540 meters in length and as its details are shown above, it would require a cost of 135,251 piasters at the rate of daric-i bender. Due to the lack of sewer in the said location, the wastes excessively emanating from the big companies there spill on the ground and the roads, emitting malodour and unhealthy smell. Hence, for the removal of the malodour detrimental to public health, the construction of the said sewer has been considered to be indispensable. The approximate amount of 135,000 piasters necessary for the construction has been apportioned to the people residing in the vicinity, who would benefit from this sewer, and also to whom it may concern, by one of our council members and established figures of the companies. Most of them have agreed to pay the share falling to their own part and signed the bill on this matter. If it is deemed suitable by the mutasarrifate, the said cost has to be accordingly collected from those concerned. For the collection of this cost by the government, or by the consulate if the said person is a foreign state subject, from those avoiding to pay their share, and initiation of the work under the supervision of the municipality, it is appropriate to relegate the matter to the Sanjak Administrative Council for negotiation and decision.
