Description | It is stated in this letter that the four shops, of which the construction has begun by the military a week ago, in exchange for the necessary cost for the military hospital administration, and whose constructions are now about to be finished, do belong to the local military. However, it is fact known by everyone that the said place is a road wholly belonging to the public. An examination of relevant documents will also suffice to understand that this road was opened by the municipality three years ago in order to remove the difficulties in traffic arising from the congestion in this location. As previously notified in this regard by our council in two letters dated 10 and 17 June 1901, it is known that it would not be possible to construct buildings on roads, and that, even if it is possible, they must be done so by the municipality. If there is a need to finance the costs of the military hospital, it is obvious that other sources must be found. Hence, it is appropriate to relegate the matter to the Sanjak Administrative Council in order to take necessary action thereof by way of examining the map, drawn as showing the width of the said road and locations of the shops for the permanent costs of both those shops and the public fountain, and presented together with our council’s motion dated 17 June 1901.
