Description | In the letter, dated 2 June 1898 and numbered 31, presented by the Jerusalem Area Commandership to the mutasarrifate, and later relegated to our council for delivering an opinion on the matter, it was demanded that the title deeds of all outposts in Jerusalem where Ottoman soldiers are deployed be granted in the specified fashion. However, the outposts deploying Ottoman soldiers inside and outside Jerusalem do not belong to the military. The sub-outpost located within Bâbülhalil has been built down below the mosque, Seyyidinâ Dâvûd gate and the municipal restaurant; and three outposts across the municipal hospital has been constructed by our council fund on the road surplus. Presence of outposts at these spots are for the public benefit. Hence, in the event that they are reconstructed and are temporarily occupied by Ottoman soldiers, it is natıral that the said places would belong to our council if the outpost spots are changed. Two outposts at Bâbülâmûd and the Seyyide Meryem Gate belong to the treasury. Even though it has thus been considered by our council that the military is not entitled to be granted title deeds for its possession, it is appropriate to relegate the matter to the Sanjak Administrative Council for negotiation.
