Description | Thanks to the Sultan, the exterior of Jerusalem is increasingly expanding and developing, so the cleaning and lighting services must also encompass the exterior of the city. The fixed and temporary costs necessary for this purpose have been estimated and as written in the hereby delivered bill, this sum approximately adds up to 100,000 piasters. In the 3. article of the regulation in effect as regards this matter, it is clearly stated that, based on the written value of real properties, a monthly cleaning tax of 1 piasters shall be taken from each household with a value of 5,001 to 20,000 piasters; 2.5 piasters from those with a value of 20.001 to 50.00 piasters; 5 piasters from those with a value of 50.001 to 100,000 piasters; 10 piasters from those with a value of 100.001 to 150.000 piasters and 15 piasters from those with a value over 150.000 piasters; 1 piasters from each shop, store, hotel, beerhouse, hamam and slaughterhouse with a value up to 5,000 piasters; 2 piasters from those with a value of 5001 to 10,000 piasters; 3 piasters from those with a value of 10,001 to 15,000 piasters; 4 piasters from those with a value of 15.001 to 20,000 piasters; and 5 piasters from those with a value of 20,001 to 50,000 piasters. With a distribution of real property tax in accordance with the specified values through a register to be prepared by the Tax Office showing the amount of real properties outside the city, an approximate amount of 50.000 piasters will be reached. Even though this amount has been considered sufficient for fixed cleaning costs, there is a need for an approximate amount of 50,000 piasters more for the fixed costs necessary for 350 lanterns, animals necessary for both cleaning and lighting, provision and purchase of other equipments, salaries of two sergeants that have to be employed in addition to current ones. It has been considered necessary that the said tax distribution be doubled increased to 100.000 piasters in total; and for the fair execution and continuation of cleaning and lighting services, the most required specification in this work is the easy collection of their costs. Viewed from this perspective, the frequent change of tenants and the fact that the majority of them are poor, widows and orphans will make it difficult to monitor the collection of lighting and cleaning taxes; with the change of residents, it will be necessary to review the draft evasion records on behalf of different persons for the collection of a household’s accumulated debts; correspondences will have to be made in order to collect money from those having gone to different places; time will have to wasted and they will all increase the difficulties. Even though it has been considered by our council that tax collection would be easier if the said taxes were allotted to the real property owners, it is appropriate to relegate the matter to the Sanjak Administrative Council so as to negotiate and decide whether it would be deemed suitable to implement this as such from the beginning of next year and to present the budget as such.
