Description | Upon the letter, dated 31 January 1911 and numbered 439, sent from the mutasarrifate regarding the confiscation of the land, which is located in the village of Silvân and is owned by the inheritors of Abdülvadud (?) and the person named Evlâd-ı Al Gûn (?), in accordance with the special articles of the Real Estate Confiscation Law The 6. and 7. articles of the Real Estate Confiscation Regulations clearly read: “The estimation of a property is made by three non-ill-intentioned, competent sworn estimators, elected in all localities by the municipal and vill councils. Along with four people from the municipal council, one person, respectively, from the religious court, from the Waqfs administration and the Office of Main Register of Revenues, the estimators go to the place where the land or building to be confiscated is located and appraise the property in question with extreme care. The letter they draw up by also consulting competent experts is sealed by each and every one and finally given to the municipal council.” For the purpose of appraising the said land as stated, Muhammed Abdü'l-vahab Halîdî, İshak Şahâbi and Şükrü Karmi Effendi have been selected as the estimators; and from among the municipal council members, Hacı İbrahim Necib, Muhammed Katib, Emin Alemî and Yusuf Al Şiyar Effendi have been appointed. As regards appointing one person from the religious court and one person from the Office of Main Register of Revenues, it is appropriate to relegate the matter to the said authorities.
