Description | Upon the petition given on 4 August 1904 by the multazim of the livestock sale tax in the center of Jerusalem for 1320 (1904-1905) On 14 May 1904, the Saruhan veterinarian inspector located in Jerusalem presented a letter regarding the fact that animal bazaar opened in Jerusalem every Friday must be closed to bovines until the prevention of cattle plague reigning in the vicinity. The said bazaar was thereupon closed to bovines as of Friday, coinciding with 27 May 1904. With reference to the above-written marginal note sent in response to the previous investigation by the Office of Animal Examination and the inquiry carried out by our council, it has been understood that the approximate number of bovines sold every Friday in this season at the said bazaar is 90 and a livestock sale tax of 4 piasters is taken from each cattle. By force of similar practices, it has been considered that this figure adding up during the period when the bazaar is closed to bovines must be deducted from the cost of iltizam. However, marginal notes were taken to the letter written by our council on 7 June 1904 regarding the negotiation about and decision on this matter following the Sanjak’s Accounting’s opinion as the said taxes are commonly owned by the Goods’ Fund and the Municipal Fund, and the same letter was then relegated to the Sanjak Administrative Council. It has been understood that ten Fridays have passed since then until the 19. day (19 June 1320 / 2 July 1904) of the previous month. As regards negotiating this matter and deciding the necessary amount to be deducted from the iltizam cost, it is appropriate to relegate the matter to the Sanjak Administrative Council.
