| Description | Upon the letter presented on 7 November 1908 by the Artillery Lieutenant, Detachment Officer of the Jerusalem Castle, regarding the sale of gunpowder The note above and marginal notes have been examined. Gunpowder is continually used for obtaining stones for houses newly constructed in Jerusalem day by day, in activities carried out in cisterns necessary for houses, and especially in the big stone pits located outside the city. The townsfolk supply gunpowder by outsourcing and do so in an illegal fashion; for use in stone pits and various construction materials, ten thousand kilo of pit gunpowder and a thousand kilo of gunpowder are used and sold annually. It has thus been considered that the said gunpowder be brought from the Imperial Arsenal of Ordnance and Artillery, that it would be a benefit to the Treasury if it is to be sold by a trustworthy special official, having expertise in Han-üs-sultan; and it is appropriate to take due action in respect thereof.
