Description | Upon the Kaymakamlık of Jaffa’s letter dated 24 March 1909 and numbered 7 This letter and the attached ledger by the Jaffa Municipal Council have been examined by our council and the unstamped expenses have been put into the hereby presented register. When the former Jaffa Mayor Sheikh Selim Effendi was inquired into how these had been expended, he replied that they had been expended as is specified in the annotations written in the said register. The acceptance or non-acceptance of the sum expended with reference to the decisions by the Administrative and Municipal Councils, from among the 909,912.5 piasters stated in this register to have been expended as exceeding the balance, falls within the remit of the Sanjak Administrative Council. The irrevocable sums expended through non-budgetary means without reference to the Sanjak Administrative Council’s decisions must be compensated from granting approval for their disbursement i.e., from the committee of the municipal council; and the uncertified sums expended only on the marks by the mayor and the clerk must be compensated from the mayor and clerk Effendis. As the 15,000 piasters borrowed from benefits given to the hospital were taken for the purpose of paying municipal expenses, it would have to be paid back from municipal incomes. As for the gashouse incomes of 1324 (1908-1909), a series of correspondences are being conducted at the moment and it is natural that Dutch action shall be taken in respect thereof in accordance with the prospective reply. Although these are what has been considered by our council on these points, it is appropriate to relegate the matter to the Sanjak Administrative Council for taking due action in respect thereof.
