Description | In last month’s and this year’s specifications, it has been stipulated that a toll be taken from the draught animals and carriages from the villages of Lud, Ramla, Jaffa and Gaza to go to Jaffa via the macadam. Since there is no other road than the macadam road reaching the town from Tel-Aris in Basa, the passengers who were entering the macadam from the villages of Lud, Ramla, Jaffa and Gaza were exiting it and going to the town by departing from Basa and Tel-Aris in order to not pay taxes for their draught animals and carriages. Hence, a guard was previously deployed in this location for the purpose of collecting the determined tax. Since it is difficult to pass through the said location in winter, there is no necessity to deploy a guard here. As a guard has been deployed here in summer for many years, the multazim dictated in the specifications that no protest be made to the continuation of this practice. As there was no other suitor for the tender, this specification was deemed necessary and accepted not in order to take more tax, but to collect the tax, and it was included to this year’s specifications. The multazim, who has the authority to arrest the persons passing through the macadam, but avoiding tax, and to take a toll from them, shall be able to deploy a guard wherever he wants. The method of collection of the tax is indicated in the specifications. As stated in the herewith presented letter by the Kaymakamlık of Jaffa and also in this letter, the multazim has no right to take a tax from the passengers coming from between the gardens and passing through the macadam for a short distance. Additionally, it has been understood that there is no other sentry box other than the one of the guard located in the said locations of Tel-Aris and Basa. As regards this matter, seven documents have been enclosed herewith. It is requested that the matter be discussed and a conclusion reached as soon as possible.
