Description | The letter regarding the water to be drawn and channelled to Jerusalem and the documents on this matter have been examined, and the preferred options now are the Ayn Farah and Ayn Favar springs, located at a distance of 11 and 15 kilometers in the north direction of the town of Jerusalem. Definite knowledge of the necessary expenses for bringing and distributing them throughout the city depends upon the preparation of an excellent and public plan. Whether this plan is given to scientists and experts on governmental account or through contract or commitment, it will be necessary to bring some specialist engineers from İstanbul for negotiating such an important issue, and all these expenses, together with the preparation of the plan, will approximately require an amount of one hundred thousand piasters. As there is not item in the municipal budget for such a large amount of money; hence, it has been considered by our council that, with this sum be covered later from the revenues to be obtained in exchange for water, a debt agreement needs to be made on behalf of the municipal fund at a rate of six percent; and as regards negotiating the matter and explaining the due course of action to be taken in respect thereof, it is appropriate to relegate the matter to the Sanjak Administrative Council.
