The Ministry of Internal Affairs’ letter dated 15 June 1910 and numbered 167 has asked for an opinion with regard to the procedure for the endowment of the privilege to be requested for a scientific collection and drying of the blood of the domestic animals slaughtered in İstanbul and in the provinces. It is stated that the Council of Ministers decided that, for the privilege in question, application must be made to the Mayorship in İstanbul and to local municipal offices in the provinces. The slaughterhouses both in the sanjak center and in the towns of kazas are in such poor conditions that, let alone being suitable for collecting in a utilisable manner the blood of domestic animals slaughtered inside, they are not even suitable healthwise in many respects for slaughtering animals. On the one hand, the collection of the blood of the said domestic animals will bring material benefits for municipalities. On the other hand, the current circumstances and affairs necessitate that, in a novel fashion and in line with contemporary science and developments, slaughterhouses similar to the one in Alexandria must be established in Jerusalem, Jaffa, Gaza and Bethlehem in order to properly regulate medical affairs. This situation has emerged as a result of negotiations. It has been approved that the municipal engineer Paskal Effendi and the veterinarian inspector Santo Effendi be sent there in order to learn the way the slaughterhouses in question are constructed, and the health measures accepted there in this regard. It has been considered necessary that they be paid 3,000 piasters as an allowance and a fifteen-day extraordinary expenses. Therefore, the said 3,000 piasters necessary for sending these two people have been apportioned as written above, with 1,200 piasters falling to Jerusalem Municipality’s share and 1,800 piasters to others. It is appropriate to notify the Kaymakamlıks of Jaffa and Gaza and the Bethlehem Directorate that this sum of 1,800 piasters be swiftly delivered. The 20th of Huzayrân (1)326 (3rd of July 1910).
