Description | Upon the Chamber of Commerce’s letter dated 8 February 1909 and numbered 7. There is not any sewer in all the villages of the city; moreover, as for outside the city, there is a new channel adjacent to the public channel, extending from the building of the Russians to the company named Mea Şarim. A great deal amount of money is needed for constructing channels in necessary places outside the city. It has thus been shown in the proposed law, presented by the special commission and the municipality, that an annual sum of 30,000 Francs has been assigned from the revenues approved for channelling water to Jerusalem. It is obvious that due action in respect thereof shall be taken when a permission is given for the skins to be taken, which are requested in exchange for the expenditures necessary for channelling this water. At the moment, it is requested by David Bidremin (?), a subject of the Ottoman, German and Austrian states, by the Müdrişe Kohin companies and by some other real estate owners that a channel be constructed and expanded. However, a dispute has broken out over the apportioning and collecting the sum of 393,445 piasters necessary in accordance with the hereby presented inspection report for the said channel. Hence, for establishing a committee made up of real estate owners, holding a negotiation on this subject and then depositing the sum to be collected at a bank, and constructing the said channel by this special committee under the supervision of the municipality, it is appropriate to relegate the matter to the Chamber of Commerce. The 14th of Shubât (1)324 (27th of February 1909). |
