Description | Upon the petition given by carters, dated 27 October 1910 This petition has been examined by our council. The tax for the West Bank Bridge has been handed over to the municipal fund, but it has been transferred in place of the Jaffa-Jerusalem macadam tax accepted for the fixed expenses of the municipal hospital; and in the Ministry of Finance’s telegram dated 9 July 1910, it is stated that the bridge, meadow and passage taxes are assigned to the local municipalities. The said Western Bank Bridge tax has been thereupon handed over to the municipalities, as is the case in other provinces. As is complained in this petition, cart fees have really decreased after the establishment of railway in Jerusalem. The continuation of the macadam tax taken from them in accordance with the previous tariff has led to their disadvantage. It has been considered that the disadvantage suffered by the carters would be diminished and hospital expenses would not be negatively affected if the said tax is taken by half from this day forth and the ensuing lack is deducted from the iltizam cost of the said macadam tax. Still, as regards negotiating the matter and explaining the due course of action to be taken in respect thereof, it is appropriate to relegate the matter to the Sanjak Administrative Council.
