Telegram sent to the Adrianople, Erzurum and Adana Provinces and the Bolu, Canik and Jerusalem Governorate that says: "It has been reported by the Consulate in Athens that Venizelos supporters are alleging that there is oppression and coercion of Greeks and attacking the Ottoman government. Greeks are to be treated with tolerance and circumstances that can allow for complaints are to be prevented". Signed by Ministry of public works.
