- 1. Allocation of funds from the General [Equalisations] to improve Birusseba and Hafir towns of Jerusalem for commercial and agricultural activities, and to expand the educational activities.
- 2: Opening of an agricultural school in Birusseba, and opening of a branch of Ziraat Bankası (Agricultural Bank) there in order to prevent the transfer of lands, which have to be sold due to drought, to the Jews.
- 3. Allocation of fund in order to establish a military detachment and a police station in Birüsseba town of Jerusalem.
