The Armenians who came to Trabzom port from Batum with pasaport without visa to go to Jerusalem and refused by the Pier Commision were released with the favour of Russian consul to Trabzon and the treatement that will be taken for them. 1, 6: no signature; 2-3, 5: signed by Reşat Bey, governor of Trabzon; 4: signed by Nukol [illegible] Bey, who was Hariciye Nazırı; 7: signed by [illegible] who was Zabtiye Nazırı.
