Telegram sent by the Public Safety Directorate to the Adrianople, Aydın, Hüdavendigar, Beirut, Adana and Aleppo provinces and the İzmit, Eskişehir, Antalya and Jerusalem Governorates that says that Armenians who are subjects of non-aligned countries and want to leave are to be allowed to leave on the condition that they do not return for the duration of the state of emergency and no Armenian, regardless of the nature of their subjecthood, is to be allowed to enter". Signed by Talat Interior Minister.
