There is information that the prefect (vali) of the Archipelago of the White Sea, Ekrem Bey, while serving as governor of Jerusalem, had been involved together with the former district governor of Jaffa, Asaf Bey, in situations that were illegal, unjust, and that point to their harmful character. It is necessary that they offer an explanation for themselves. 1, 7: no signature; 2, 4: signed by [illegible]; 3: signed by internal supervision; 5: signed by foundations custody; 6: a report signed by 9 members of the public works council [illegible].
