Telegram sent by the Public Safety Directorate to the Jerusalem Governorate that says: "The duties of the Italian consulates in Jerusalem and Jaffa are to be conducted by proxy by the American consulate. The same consulates will deal with issues related to Russian and Montenegran subjects and issues related to the French subjects in Jaffa will be handled by the Spanish consulate". Signed by Talat Interior Minister.
