Description

Since the non-annexed districts are like the provinces, it is appropriate to establish a general assembly at their centre; the establishment of councils at central smaller districts by sending members from small districts to the centre; the establishment of a council in the Istanbul Municipality by sending members from nearby towns of Çatalca, Izmid and Biga; the governorates are ordered that members of Jerusalem will gather at Beirut, members of Zor at Aleppo and members of Benghazi at Tripoli. 1: signed under the supervision of the court and Religious Sects; 2: no signature.
