Description | The protection of Italian interests in Palestine; protection entrusted by the Italian Government, following an agreement with the French Government, to the French Consul in that province and by virtue of a viziral letter transmitted to the Governor of Palestine by the Italian Minister in Constantinople. Exercise of this protection by means of directions given by the Italian envoy to the French consul in Palestine through the French ambassador in Constantinople, the correspondence of the consul with the Italian King's envoy taking place under a flying seal, through the French ambassador in Constantinople. The Ottoman authorities of the Jaffa district being placed under the direct orders of the governor of Palestine to whom the French consul is accredited, the vice-consul agent in Jaffa of the French consulate in Palestine being, for the same reason, placed under the orders of the French consul in Palestine, only has to receive direction with a view to ensuring the execution of the orders of the governor to the authorities of Jaffa from the French consul accredited to this governor of the whole province. Whether the vice-consul agent of France in Jaffa uses an Italian seal or a French seal as is always practiced in Jerusalem, it does not matter whether he always precedes his signature with Italian documents with this mention: The vice-consul agent of France in Jaffa, in charge of the protection of Italian interests. As for the arrangement (mentioned above), which aims to ensure the effectiveness of this protection, it derives as much from the nature of things and the situation of the Jaffa authorities vis-à-vis the Palestinian government as from consular settlements. If it were the French consulates in Syria and Palestine in their relations with their respective agents, the solution would be exactly the same. (pp. 407-410) |
