Description | Apprehensions caused by the situation in Jerusalem and Palestine. The governor believes that if nomads appeared in numbers between Jaffa and Jerusalem, he would not be able to restore freedom of communication. The possibility of serious unrest in Palestine and aggression against Christians has become possible, even probable, in the face of the terrible crisis threatening the very existence of the Ottoman Empire.
